Xerconia, F.C.T., formally Federal Capital Territory and commonly referred to simply as Xerconia is the capital city of the Radiatian Federation.
As of the LET 45 census, the Federal Capital Territory has a population of 5,700,000, making it the sixth most populous metropolitan area in the Radiatian Federation. Although no longer a state, if it was it would be the 14th largest in terms of population, but the smallest in terms of land area.
Although much of the architecture is designed to give a more historical appearance, Xerconia is actually the second newest major city in Radiatia, with the city having been founded in the early 20th century.
In LAI 947 (1963) the Liberation Army declared Xerconia the capital of the Radiatian People’s Socialist Union, and it became the 43rd state of the RPSU.
After the fall of the RPSU the Federal Capital was moved to Radii, and the city became part of the state of Detzertscha, until it became the Federal Capital Territory once again, although rather than acting as a separate state, Xerconia is almost directly controlled by the Federal Government.
The city is famous for its innovative technology, such as the Overland Skytrains, and the waterworks which tries to keep the extremely dry desert irrigated and hydrated.
Although the government is one of the largest employers in the city, there is also a large industry in tourism, manufacturing, aircraft building, science and technology and adult entertainment.
The Xerconian dialect of Radiatian is the official language of the Radiatian Federation.
Xerconia is one of the most well-defended cities in Radiatia, and has more RFA military bases than any other city
It currently has the lowest unemployment rate in the Radiatian Federation.

Xerconia Castle is the oldest building in Xerconia, which was built sometime in the LAI 920s (1930s) by Strom Xercon, a mad billionaire who after building it disappeared into the desert never to be seen again.
Although much of the architecture in Central Xerconia is designed to look older than it is, very few buildings in the city are over 100 years old.
In the Second Radiatian Civil War, the Liberation Army used Xerconia castle as a base, and built what would later be known as "Union City" around it. It was a useful outpost as the castle was well equipped but its location was deep in the desert and therefore isolated and difficult to penetrate.
In LAI 947, the victorious Liberation Army declared "Union City" the capital city of the Radiatian People’s Socialist Union, although as the city grew and expanded it changed its name to Xerconia, after the castle.
Xerconia was proclaimed the 43rd state of the RPSU and given a perfectly square land mass of 2,280 km sq to expand into. While it was at the time the physically smallest state, it had a population of over 6 million people and any overseas Radiatians were considered for statistical purposes residents of that state. Its population was and is considerably larger than many northern states.

West Xerconia was also the victim of a SPIRA-orchestrated terrorist attack in which bombs were let off in suburban areas. 17 people were killed.
Another terrorist attack perpetrated in the city by SPIRA was one in which anthrax was released in the middle of crowded Union Square and pumped into the air vents of the Supreme Chancellor Building. This resulted in the death of Supreme Chancellor Ivan Neuleben, so far the only Radiatian Leader to have been assassinated while in office.
Collapse of Communism
Xerconia saw little violence in the Third Radiatian Civil War, as the city was populated predominantly by communist loyalists. It did see a little violence at the tail end when the Union Army marched in, and some communist loyalists fought back however by this stage Supreme Chancellor Trast Xinhua had declared a ceasefire and the civil war was essentially over.
After the war, the capital was moved to Radii and Xerconia began to decline. Central Xerconia became deserted, crime rates shot up and the population dropped dramatically.
Suburbs were abandoned and the city faced major problems with irrigation, dust storms and desertification.
Xerconia was merged into the State of Detzertscha as there seemed no point in Xerconia remaining a state. Central Xerconia and the area directly around Union Square became mostly abandoned and was visited only by tourists who wished to see relics of the communist regime.
The city underwent a revival in the LET 30s, with major efforts from the metropolitan government to clean the streets, prevent desertification and tackle the rise in crime.
After Xerconia was proclaimed the federal capital again, Union Square was renamed Federation Square and rebuilt to house the federal government and modernised. Xerconia Castle became the headquarters of the Radiatian Federal Parliament, the Supreme Chancellor building was renamed the Executive Tower and became the headquarters of the Executive Branch of government as well as the official residence of the President of the Radiatian Federation and the Fortress Building was modernise and rebuilt to become the headquarters of the Ministry of Defence.
Xerconia was removed from the state of Detzertscha and was proclaimed "Federal Capital Territory". It was not granted official statehood, but became a territory of the Radiatian Federation, governed directly by the federal government.
The Federal Capital Territory is perfectly square, but the city is in an area of desert with absolutely no landmarks whatsoever other than manmade ones. There are no rivers or lakes and prior to the building of Xerconia Castle the only thing notable in the area was the intersection of four inter-state highways.

Xerconia has a Cold Desert Climate (Köppen BWk) with long scorching summers and short but freezing winters.
Rainfall is extremely low – Xerconia has one of the lowest rainfalls for any major city in the world, however snow is common in winter, although the winter snowfall is lower than in other Radiatian cities.
Xerconia has over 2,900 hours of sunshine per year, possibly the highest of any Radiatian city. Dust storms are a chronic problem in Xerconia, as is desertification and the lack of irrigation, however there are several innovative methods combating this.
Xerconia also tends to have extreme variation in day and night time temperatures. Even in summer night time temperatures sometimes plummet far below freezing point.
The average summer high is 38°C, with an average overnight low of 0°C.
The average winter high is -1°C and the average winter low is -14°C
The highest temperature ever recorded was 45°C, however the city often hits 44°C in summer and has come close to breaking this record many times.
The lowest temperature ever recorded was – 27°C.
Xerconia is the most well-designed and easily navigable city in the Radiatian Federation, with the entire city in a perfect square shape centring around Federation Square. It is bisected by two interstate highways and Overland rail lines in an X shape, which act as the dividing lines of the city's four quadrants.
The city's streets follow a perfect grid pattern.
Central Xerconia's architecture tends to focus on the desert theme, with most buildings made from a distinct golden sandstone, and the majority of the buildings designed to look older than they are.
Xerconia is also famous for the Overland Sky Trains, which have become an icon of the city. Xerconia does not have a ground or underground based rail system - rather, trains are suspended by cables over the city. The Sky Trains are used for mass transit purporses but have also become something of a tourist tourist attraction.
Inner Xerconia, which surrounds Central Xerconia, is mostly Soviet-style high rise apartments. The area is the most densely populated in the city, and also the least affluent in terms of socio-economic development.
The city is then further divided into four quadrants, North, South, East and West Xerconia, each with their own mayor. Most of these quadrants are suburban in character but they do tend to have built up areas within them.
Outer Xerconia is the final city district, which surrounds the entire city. It is almost entirely suburban, bordering on rural as the city expands into the desert.
Xerconia is relatively monocultural compared to Radiatia's other major cities.
The comedian Yamas Tweed famously said of Xerconia that "If you live there you're either a water worker, a prostitute or a politician. And I'm not sure which is most degrading."
Xerconia tends to exhibit the same cultural tendancies as other parts of southern Radiatia, wherein intelligence, appearance and efficiency are valued.
Xerconia has tended not to have much in the way of counter-culture, and is considerably less consumeristic than other cities.
It is ranked one of the most "family friendly" cities in Radiatia, due to its predominantly middle class population.
The Botanic Gardens in Federation Square are regularly the location of political protests, rock concerts and public celebrations.
Xerconia has a prominent nightlife and is particularly notorious for its adult film and entertainment industry.
Other prominant attractions include the Museum of Communism.
The Union Star, the official state-run newspaper of the Radiatian People's Socialist Union was originally based in Xerconia. It has since been privatised and is still in print, as the third largest national newspaper in Radiatia.
The Xerconia Herald is also a major competitor to the Union Star.
The Xerconian dialect of Radiatian is the official language on a federal level and it is the most commonly spoken language in the city.

The most popular sport in Xerconia is English Football, with FCT Xerconia being its main Premier-league RFL team.
Xerconia also boasts an Olympic stadium, and the Xerconia marathon is the biggest marathon in the country.
The Federal Government accounts for 29% of the jobs in Xerconia, with more people employed by the public sector in Xerconia than anywhere else in the country.
Most organisations, such as law firms, trade unions and non-profit organisations, have headquarters or major offices in the Federal Capital Territory.
Other, non-government industries include tourism, aircraft manufacturing and adult entertainment. The other major, and famous, industry is the Xerconia "waterworks", wherein thousands are employed to keep the city hydrated and irrigated, using water imported from other parts of the country and processing existing water supplies.
Xerconia has the lowest unemployment rate in the Radiatian Federation.
According to the LET 45 census, the Federal Capital Territory has a population of 5,700,000 people, a decrease of 1.1 million people since LET 33.
Xerconia is fairly homogeneous racially, with most of the population of Traditional Radiatian stock.
Inner and Central Xerconia are the most cosmopolitan parts of the city, with the former boasting the city's largest immigrant and ethnic minority population and the latter comprised largely of tourists and diplomatic visitors, notably in the Embassy District.

Xerconia is unique in that it is directly governed by the Federal Government.
The city does however have a large Metropolitan Council, as well as six City Councils, representing districts of the city. The Mayor of Xerconia, FCT possesses powers similar to those of a State Premier, however the federal government does have the power to overturn any decision made by the Metropolitan Council
The Metropolitan Council has the power to set taxes and a budget, but this must be approved by the federal government.
As a result of being governed directly at federal level, the city tends to get larger budget grants from the federal government, especially in terms of education, healthcare and law and order, that most other cities or even states.
Law and Order is kept by Xerconia Policy Enforcement Department (XPED), a division of the Federal Police Agency (FPA). The XPED commanded by the Mayor and all trials in the city are done done through federal courts.
The Federal Capital Territory is arguably the most deregulated place in Radiatia, which has allowed industries such as adult entertainment and weapons dealing to thrive. It also has the amongst the lowest tax rates in the Radiatian Federation, with no Sales and Transaction Tax (STT) whatsoever.
Xerconia has a large, federal government funded emergency department, consisting of fire brigades, FHS-run ambulances and police.
Xerconia has the single largest military presence of any city in the Radiatian Federation, and is headquarters to the Federal Ministry of Defence and the Armed Forces. The city is a permanent no-fly zone with even civilian aircraft barred from infiltrating city air space.
Xerconia has a large number of museums, most notably the Museum of Communism, which has some of the best collections of communist-era memorabilia in the world.
There are also a number of libraries, the largest being the Federal Parliamentary library in Xerconia Castle.
Citizens are schooled until the age of 16 in federal government subsidised schools, where they learn the Federal Education Standard. The Xerconia Board of Education oversees the city's public education system.
The University of Xerconia is one of the most prestigious in the country, being part of Radiatia's "Educational Elite".
Xerconia is represented on the Federal Assembly by 11 MPs.
It does not have any Senate representation as it is not a state, although its Federal Assembly Delegation is still larger those that of 23 Radiatian states.
In Presidential elections, the Federal Capital City is considered to be solidly "red" and tends to support the Social Democratic Union by large margins.
Inner Xerconia has the worst crime rate in the city, constituting 85% of the total crime statistics in the city.
Although security is very tight, and the military keeps an exceptionally close eye on Xerconia for signs of any suspicious behaviour, particularly terrorism, the Federal Capital Territory does have lax laws regarding gun control and drug use and as a result a Mafia underbelly exists in the city.
After the fall of communism crime went through the roof, with Central Xerconia said to have disintegrated into anarchy for a time.
However once the federal capital was moved back to Xerconia, the Federal Government cleaned up the city and have made massive in-roads into lowering the crime rate.
Xerconia has regularly been the target of terrorist attacks, the worst being the SPIRA bombing of a suburb in West Xerconia.
Although still fairly polluted by world and regional standards, Xerconia is actually the second cleanest major city in Radiatia.
Although air pollution isn't as bad as other cities, Xerconia suffers frequently from dust storms and its biggest environmental risk is water shortages and desertification.
Litter, particularly in Central Xerconia, is well under control mainly due to Xerconia's role as a tourist hub and as an example to the world of Radiatia.
Xerconia has an efficient bus service, as well as the famous Sky Trains, however the services do not run 24 hours a day.
Most Xerconians own a car and rely on private transport to get from place to place. Traffic congestion can sometimes be a problem in the city.
Xerconia is served by Traiyan Silviu International Airport which is located to the south of the city, outside of the city limits. Aircraft may not fly over the city due to the no-fly zone which remains permanently in effect, hence the airport's distance from the city.
Traiyan Silviu International Airport is located near Falko Air Force Base, which is most famous as being where the unit assigned to Federation One, the President's aircraft, is located.
As they are outside of the city limits, Traiyan Silviu International Airport and Falko Air Force Base are both technically located in the state of Detzertscha rather than in the Federal Capital Territory itself.
