Saitsiu (/ʂɚt͡ɕɨu//), officially the Grand Republic of Saitsiu (Saitsiunese: 城洲盛大共和国; Saitseu Sēngtāi Kiōnghôkok) is a sovereign state comprising of the island of Tongtong, sometimes known simply as just Saitsiu. The island is a city-state and a dominant-party parliamentary republic. Saitsiu is an island nation and thus shares no land borders, although Saitsiu shares a maritime border with Qyred, its northerly neighbor. Saitsiu has a land area of only 212 square kilometers and a population of just above 800,000 people, making Saitsiu one of the smallest countries in Aeia by both land area and population. Saitsiu is bounded by the Siau Sea which surrounds the island on all sides. Hianggang is the largest district and administrative center of the city-state while Khaukau, located to the southeast of the administrative district, is the cultural center of the nation, the location of where the first settlers from mainland East Catai settled on Tongtong. Meanwhile, the district of Chojian is the main financial center and economic powerhouse of the state, housing the highest municipal GDP per capita out of all the districts.

Saitsiu is endowed with the reputation of being a global trading, tourism, economic and financial hub. Saitisu has become a major banking centre with no income tax, low business taxes, and is widely known throughout the world as a tax haven. Saitsiu's location in the middle of the Siauhai Sea has allowed it to become a major trading port, with ships from Savai traversing to East Catai or ships from all over the world passing through the straits frequently stopping in Saitsiu as its location allows it to become a significant port-of-call for maritime trade in the region.

With a GDP per capita of $64,472, Saitisu has one of the highest GDP per capita in East Catai and in Aeia, largely due to its status as a tax haven. It is ranked highly in education, healthcare, life expectancy, quality of life, personal safety and housing. Despite the high GDP per capita and scoring high on the human development index, Saitsiu still suffers from a high income inequality with a high Gini coefficient of 48.4.

Saitsiu is a unitary parliamentary republic, with a unicameral parliament. The Devoted Patriotic Citizenry Movement has won every election since the independence of Saitsiu in 1942. Due to the dominance of the Devoted Patriotic Citizenry Movement and a low amount of {{wp|free speech}] or press freedom, Saitisu has been labeled by international observers as a flawed democracy. Saitisu is a founding member of the XXX, and is a full member of the XXX and an observer in the XXX. Saitisu is recognized worldwide as a developed country, with a high GDP per capita and human development index. Despite its size, Saitsiu is also reknown for its military prowess with over 14% of the national GDP per capita being spent on the defense budget.
