The Empire of Chirutarisu, commonly called Chirutarisu, is a sovereign state in the continent of Altara. It borders Tokisakia in the West and Holoska in the north; while sharing sea boundaries with Furubor to the west, Valcuvvia to the southwest and Kandivia to the northeast. Chirutarisu has an estimated population of 5,257,000,000 as of 2012 and comprises of 12 provinces and 3 territories. Its capital city is located in the former Altarian capital, Empire City.
Chirutarisu consisted of the remaining 15 kingdoms that once formed the United Confederation of Altarian Nations, commonly known as Altaro. Unified in 409 BC, they were the fourth empire to unify the continent of Altara. Ever since its establishment, Altaro for the next two thousand years was the leading economic, military, industrial, scientific, cultural and political power in Zero; and was unchallenged in its dominance, proven in the many wars against the human nations culminating in the Great Zeronian War.
Through Altaro's leadership, an era of peace, known as the Pax Altaria reigned over the planet during the 19th century and for most of the 20th century, with the creation of the Zero World Council. Its sudden collapse in 1986 was the result of the Great Singularity of 1977 to 1988, which caused widespread unemployment and civil unrest, leading to the dissolution of the Altarian government. Five of the twenty provinces of Altaro seceded from the Confederation, and the remainder adopted the Ashiro name of Altaro, Chirutarisu.
Today, Chirutarisu has assumed Altaro's seat in the ZWC Security Council and in the Zero World Council. It currently continues the policies of its predecessor and continues to contribute to the advancement of the world and universe of Zero.

From about 9000 BC to 5000 BC, tribes of humans and anthros wandered across the continent of Altara as hunter-gatherers. All peoples of the continent were nomadic, only founding a few settlements in certain fertile areas such as the Central Altaran Plain. Agriculture was already discovered around this time, however the first civilizations did not appear in Altara until 5000 BC. The Komoko River Valley was the first such civilization. It was situated in the Komoko River Valley of northern Altara, between the Hamaki and Akagoro Rivers which were perfect for farming.
Its first signs of governmental organization began with the city-states of the Komoko River Valley. Early leaders were warrior chieftains who passed on the leadership of the city-state to the eldest son or an able successor. The chieftains appointed deputies to rule in his absence. These organized states became more advanced as city-states formed into kingdoms either through conquest by the strongest chieftain or through the formation of confederations. Forms of municipal and local governments were devised to adapt to these new circumstances.
Kingdoms in the continent gradually grew larger, with regional powers like the Kingdom of Komoko and ancient Alsatia dominating their respective realms. However, a kingdom coming from the Central Altarian Plain unified much of the continent in two hundred years. This was the beginning of the Abakenzian Empire.
The Abakenzian Empire lasted from 3802 BC to 2241 BC, ruling from Kazaki City (now a ZWC World Heritage Site). It was Zero's first true empire, and also the first one to unify the Altaran continent. Abakenzia's domain stretched from the Alsatia Sea in the west to the Great Zeronian Ocean in the east; and from the edges of the Akinoue Mountain Range, which borders the Northern Altaran Plain to the north, to the Sokobi Mountains in the south. Abakenzia coexisted with other nations such as ancient Alsatia, Sokobi and Niburia, and brought Altara to the Bronze Age.
The Abakenzian Empire was incredibly progressive in government structure and in scientific advancement compared to other nations at the time. Irrigation and fertilization saw new methods in use, and the treatment of diseases diversified. A calendar was created to know the periods of sowing and harvest. In society and government, men and women had nearly equal rights, and democracy was being developed in the form of the Abakenzian Convocation, albeit slowly as the noble class still held power.
It was the dominant power in Altara due to its stability, but later fell due to its own momentum. The Abakenzians needed funding to maintain its outposts at the edges of its empire, which became more and more expensive. The assimilation of the humans in the interior also became problematic. Eventually, the Ninganes, a tribe of human raiders, sacked Kazaki City and ended the empire, plunging the continent into its first collapsed era.
First Collapsed Era
This period lasted from 2241 BC to 2103 BC, which is characterized by a return to localism. The technological innovation of the Abakenzian Empire was reversed due to constant disorder. Even so, culture remained intact. Great works of ancient literature were created in this period, such as the Tamaki Ashikarujo (Great Journey), which tells the adventures of a man named Koruko as he journeys into the spirit world.
Kodai no Michi was being first developed in this period. This religion became very popular among the peoples of Altara, as it focused on social justice and compassion more than previous religions. This has given Altara some degree of homogeny.
Another development came about with Feudalism, where local lords offered protection for their serfs in exchange for the output of the land. A class of elite warriors named samurai emerged from this period, which paid service to the lord, or daimyo, who in turn paid service to the shogun, which ruled over a certain region of the continent.
These shoguns began to gain power, starting to wage wars on each other to gain control over larger pieces of territory. Eventually, a certain shogun from Yarikom rose up to unify the continent in the Yarikon Wars.
The Yarikon Empire dominated Altara from 2103 BC to 1017 BC, and controlled a much larger territory compared to Abakenzia's; its empire now included the Northern Altaran Plain as well as the Sokobi Mountains. It later expanded its influence towards Inori Island and parts of Alsatia. Yarikon was the main promoter of scientific advancement during the Iron Age.
The idea of a federal monarchy came from the Yarikonians, in which the monarch would preside over a collection of smaller units called prefectures, which were ruled by the lesser monarchs or the princes and princesses of the empire who paid lip service to the monarch. Surprisingly, despite its heavy decentralization and excessive bureaucracy, the Yarikon Empire was stable, though not as much as its predecessor.
During this time, the atom was theorized by certain scientists. This word came from atomi, meaning "indivisible." Alchemy was also first practiced, which later developed into ancient chemistry, and the geocentric model of the universe was devised. Because of these advancements, Yarikon became the university civilization of Zero. Important marvels such as the Insikia Library were built during this period.
However, its decentralized government made it easy for Yarikon to fall to outside forces. Alsatia's government fell swiftly, which was replaced by Rikleskia. The Rikleskians believed that they could unify the entirety of Altara based on an ancient Abakenzian document called The Proper Principles of Government. The Empire of Rikleskia was born.
Rikleskia was a totalitarian and autocratic empire that invaded the Yarikon Empire in the events known as the Byakko Wars. Yarikon was defeated, and Rikleskia unified the entire continent from 1017 BC to 439 BC. This sovereign nation earned the term "evil empire" by historians. This was the first time that all of Altara was unified under a single entity. During this period, federalism was abolished, with the monarch holding absolute power. They also managed to bring order through the establishment of a police state. Despite being longer than most human empires throughout Zero in this period, it was a relatively short empire in Altara's history.
Rikleskia was known for its very cruel and brutal policies, particularly towards the human and faunus minorities. In 968 BC, humans and faunus were rounded up and sent to the foothills of Sakuyama, the tallest mountain in Zero. A special zone was set up where they are to live in isolation from the surrounding anthro countryside. Escapees often raided nearby towns, and killed on sight by the Rikleskians. Another policy, known as the Subete no rineki o Rikureshiku de hajimaru (All history begins with Rikleskia) saw the destruction of many ancient documents. They even burned down the Insikia Library, which contained more than 70% of all records of knowledge in the empire. Despite efforts to save documents in the Sokobi Mountains, many parts of ancient Altaran history were lost forever.
Despite their control spanning from Alsatia to the Janoria Archipelago, the Rikleskians began to go on expeditions to conquer the nearby human islands, which they named the Yokai. The Yokai consisted of the Janoria Archipelago, Fielia, and the Elumbish Islands. From Janoria they amassed a large invasion force to subjugate the Elumbish city-states.The Rikleskian Empire was known for its powerful military might, which will define its successor Altaro in the coming years. Fielia and Luomest fell in 874 BC, and were forced to give tribute to Rikleskia. The Fielians launched a rebellion, which was brutally crushed. Since Salvatora supported the Fielians with weapons and military aid, the Rikleskians decided to invade the Elumbish Islands.
At first they were successful in their invasion of Slavacus, burning Salvatora along the way. However, this string of victories was ended in the Battle of the Nequam Sound and the Battle of Colsaera. Rikleskia's defeat in the Elumbish Wars was a severe blow to the power and prestige of the anthran race.
When news arrived of the Empire's loss, this encouraged several rebellions and uprisings in Altara, which were all brutally crushed. This was known as the Great Insurrection due to the nature of these rebellions. More rebellions ravaged the empire, including the Imperia Uprising. The town of Imperia was burned down in 451 BC, leading to the Great Rising. The provinces of Rikleskia rebelled and overthrew the regime in 437 BC.
Era of Kingdoms
This period is also known as the Second Collapsed Era, which lasted from 437 BC to 409 BC. 21 sovereign kingdoms have emerged from Rikleskia's territory, each with their own code of laws and set of rulers, mostly monarchs. However, these kingdoms had the perfect ingredients for a fourth empire: homogeny, a common language, and similar laws. They decided to rejoin as the United Confederation of Altarian Nations because of the foundations the previous three empires had laid.
At first, there was significant opposition to the idea, as a unified state seemed undesirable due to the Rikleskian Empire. Several proposals were given, but one stood out: a proposal for a confederation, similar to the Yarikon Empire's. The Articles of Confederation were created to serve as a temporary constitution for the continent so that they can devise one for the proposed state; however it proved to fare well, and became the de facto constitution of this new nation.
The Altarian Antebellum
The United Confederation of Altarian Nations, known to the rest of the world as the Empire of Altaro, was the fourth and longest lasting empire that unified the continent. It lasted from 409 BC to 1986 AD, a span of 2,395 years. Science resumed its pace and liberty was restored. The Katchmar Dynasty, which began with Empress Suibom, ruled over Altaro with a fair hand from Empire City, which was built over the ruins of Imperia Town.
Altaro had relatively no idea about the outside world beyond the Yokai, and so began to send ships to explore and map. From 215 BC to 193 BC, the coastlines of Montalia and the Cilantro were mapped out. Star charts were made and encyclopedias began to circulate. The Empire City Library was built as a successor to the Insikia Library, to preserve all Altarian records and discoveries made by intellectuals. A cultural renaissance can be described in the period lasting from 165 BC to 92 BC, where art and music began to flourish. The military was abolished, replaced by a police force.
Despite the benevolent rule of Altaro, some provinces wanted to secede. One of these was Oracion in 64 BC. The Oracionites voted for secession via plebiscite. Their request was granted by the Altarian government and became Altaro's first and most important trading partner. Alsatia also bidded for secession, but their proposals were rejected many times, due to Rikleskia's history. Even though semi-autonomy was granted in 187 AD, and later full autonomy in 438 AD, radicals began to react to the rejection of Alsatian independence, calling for "secession or death." It then came to the most horrific period in Altaran history before the Great Zeronian War: the Dark Days.
The Dark Days
The Dark Days, also known as the Altarian Civil War, lasted from 670 to 681, which started with the Alsatians rebelling against the Altarian government. From the western islands they assembled a large force to conquer the southwestern part of the Altarian mainland. There they used Sobuko city as their capital. Emperor Nagaro began to fight with everything Altaro had, but couldn't end it quickly due to sneak tactics used by the rebels. Eventually, the government cut off the southwest to deprive the rebels of food.
The rebels responded by raiding the countryside for food and supplies, which became more and more scarce due to bad harvests as well as blockades. This gradually starved the rebels out of hiding, but also led to a famine that killed one and a half million Altarians by the time the war ended. This further fostered the hatred for war that Altarians had. Ironically, to prevent such from happening again, Altaro restored its military and began to gradually rebuild its military prestige. This was one of the paths towards greater centralization in the Altarian government.
Altarian Age of Enlightenment
Scientific innovation began after the events of the Dark Days, leading to a scientific revolution. The concept of Zero was fully explained as well as the heliocentric model of the universe, promoted by Kenji Subarashi and supported by many famous figures in the scientific world. Since the expedition of Shinzo Isoroku in 923, it proved that the world was round, and the planet was named Zero in honor of that discovery.
In 945, contact with the human nations brought forth the realization of a much bigger world than the Altarians thought. With human immigration causing unrest, Altaro closed its borders and entered into isolationism with Oracion, which it would maintain for the next 500 years.
In 1246, gunpowder was invented, along with the concept of infinity and other mathematical and scientific discoveries. Gravity was also discovered during this time. Universities also began to appear around Texar Catholic missions, increasing literacy rates to 68%, which was impressive at the time. The Scientific Method was also propagated by leading scientists, speeding the scientific and technological innovation of Altaro that would become its trademarks for the next 700 years.
The War of 1402
The Elumbish Islands were once a nation in what is now Looriro. They consolidated control over an empire from Fielia in the north to Stormwrath in the south. The Elumbish were bitter rivals with Altaro in trade and military might. However, with the lack of resources, they decided to invade Altaro in 1402. They began in spring, conquering the Janoria Islands and pressing on to the Altarian mainland. While they managed to capture Insikia City in November, that is where they began to suffer due to the famous Altarian winter.
Both sides used guns and cannons; the Altarians of course, had more sophisticated versions. The war ended the following year in March, with 376,000 Elumbish casualties. The Altarians in contrast, lost only 49,500 troops. It was so demoralizing that no human nation dared challenge Altaro's military might for the next 300 years. Altaro began to feverishly increase its military potential after the war. One general boasted that with the current militarization programs of the Empire, the United Confederation of Altarian Nations could have unified the planet easily with its military might.
This war became another reason for centralization of the government, and the nation's course towards a Unitary Confederacy becamse inevitable.
The Industrial Revolution
For the first time, people were looking for new ways to produce materials. Textiles were once powered by watermills. But unfortunately, not every place had a river for a power source. The solution came in 1415, when a young faun from Hachuko City named William Tabaki invented the steam engine. It was powered by coal, which was found in large amounts in Niburia and Issei. Because of this, Altaro began to industrialize. Products were being produced more and more, and at lower costs. People began buying more and more, stimulating Altaro's economy and creating a new pool of wealth to be invested into.
This also affected agriculture, as people began moving to the cities for jobs. This resulted in widespread disease and poor sanitation; however, the populations of major cities began to quadruple in size.
With great wealth and prosperity, new problems came up. Coal factories produced large amounts of pollution. These factories were moved to the outskirts of cities and towns. However, cities began to enroach on nature in those areas. The first environmentalist groups appeared, who lobbied for the protection of the natural environment of Altaro and promoted new and more efficient technologies to solve the problems of industrialization.
The End of Isolationism
With Altaro industrialized, she was set to establish herself as the effective ruler of Zero; but she still shied away from the international stage. But with the movements calling for the opening of the Empire and spreading her glory and prestige to the rest of the world, eventually Emperor Seneca consented to the people's wish.
In 1472, Altaro officially decide to end her isolation. Its first nation to establish relations with is Stormwrath, a former Elumbish colony, which at the time sounded controversial. The Treaty of Amity was signed, and Stormwrath became an industrialized nation soon after. A foreign market now allowed Altaro to increase its manufacturing output.
Soon after, Altaro signed treaties and established relations with Texurica, Clifford, and Eclipes. However it refused to sign a Treaty of Amity with the Elumbish Islands, although they traded with them. They would never forgive the Elumbish for the War of 1402.
The 16th and 17th Centuries
Due to the discovery of static electricity in Stormwrath, In 1492, Altaro began to develop technologies that ran on electricity. In 1534, the electric motor was invented, becoming a smash hit amongst capitalists. It was quieter, emitted less pollution, and could run at full capacity as long as it was plugged in. Other inventions such as the dynamo and Wardenclyffe Towers became widespread due to the electric age. Railroads connected every city in the Empire, and science kept on discovering new ideas such as the theory of relativity and nuclear physics.
Since then, Altaro became the pioneer of the planet, but not everything was all roses. Cross-species tensions began to build. Fauns were being persecuted all over the planet, and Altaro threw a wrench by declaring full citizenship in Altaro and Oracion if they came to them. And so they did; in 1547, faunus immigration peaked at 4.2 million people. Shipping companies let fauns immigrate to Altaro for free. In contrast, humans in Altaro were denied citizenship, and shipping companies exacted to human passengers a fare five times larger than the normal rate.
Fauns were allowed the same rights and freedoms as the anthros. Essentially, they were equal in status to the Altarians. Due to humans not getting equal status, relations with the human nations was strained. Due to the White Fang's actions, Tidal City Port was closed, which raised tensions. Eventualy after many talks, the port was reopened, and humans and fauns were able to move freely between Altaro and Stormwrath.
The Space Race
People were now looking at rockets in a whole new way. The first non-military use of a large rocket was in 1664, when the Altarians put up Zero's first artificial satellite, the Sikashi. Stormwrath in response launched Romulus, the first human artificial satellite. However, it became more of a friendly competition, and the first space station, Takaburo I, was built in collaboration. The two nations also manned the first expedition to Tsuki, Makahana 7. This ended the Space Race.
The construction of space colonies allowed Altaro to have an edge over its competitors for the domination of space. Its first space colony was called Takaburo I, which was 2 kilometers in its diameter. this was followed by other artificial space cities such as ACADIA and SOZIN.
The Death of Confederalism
In the second half of the 17th century, the ideas of a loose central government were called into question. The empire clearly needed a homogenous set of rules and regulations in order to adequately run itself. While it was clearly defined in the Articles of Confederation, a legislative branch was needed to make laws in accordance with the constitution, and a judicial branch to interpret the Articles.
Thus the political field was divided into two camps: the Confederalists, who wanted a weak central government; and the Unitarians, who desired a strong central government. Eventually they compromised, and elected its first Parliament. The provinces were given their own legislature so they can pass their own laws. And so Altaro became like a federation than either a confederation or a unitary state.
Empress Saki relinquished most of her powers, turning Altaro into a constitutional monarchy. Any Altarian citizen over 21 years old can vote (including women, fauns and lower-class citizens). Humans were also given the right to vote but not equality.
Technologies such as the lightbulb, the automobile, the radio and television were invented, making life for Altarians easy. Progress kept the nation roaring forward, but some things remained tense. The Tervalians continued to grate on Altaro, forcing it to sever all relations with the Elumbish Islands in 1701. While the Elumbish were still propped up by Tervalia, unrest began to grow, culminating in a civil war that brought the Elumbish Empire to an end. Fielia and Golden Cilantro became separate nations in 1709 and 1721 respectively.
Altaro's relations with Stormwrath continued to decay. The culmulative effect began to build more and more until Altaro declared the Treaty of Amity null and void because it was "an Elumbish nation". Immigration to Altaro was still ongoing. Despite Stormwrath's protests, Altaro continued to demonize any human nation. It all came to a horrible war.
The Great Zeronian War and the War of Stormwrathian Submission
The governments of the former Elumbish colonies were being accused for treating the fauns roughly. In the same way, Altarian warships raided Tervalian vessels and forcing any anthros on board to return to Altaro. This infuriated the Tervalians, and so Texurica declared war on 13 August 1725. Stormwrath, Montalia and Shivva followed suit three days later. The Altarian government called this war justified as they were at war without declaring it.
And so on 20 August, Altaro declared war on the Tervalian Coalition; as a result the Tervalians sent a huge invasion fleet, which Altaro bombarded with SRBMs and IRBMs. However, Tervalian warships intercepted these, and took Oracion by January.
They moved into the Altarian mainland by spring and pushed as far as Sumivo City. In the next three years they were being slowly pushed back by the Altarian Army, and southwest Altara and Oracion were liberated in March 1728. The war didn't end there, as Altaro assembled a massive invasion force for retaliation. On 23 May 1728 they decimated the Stormwrathian 10th Fleet and laid siege to Tidal City starting on 29 June.
Camargo City was also attacked in August, and both it and Tidal City fell to the Altarians on Christmas. Now that Altaro had a foothold in both nations, they poured in troops, which began to march across the country. Montalia was completely subjugated in April 1730 but Stormwrath was hard to push through, that being proven in the Battles of Merdeka City and Erdicas and in the Battle of the Montalia Sea.
Altaro used strategic attacks and overwhelming brute force to conduct a blitzkrieg through Montalia and northwestern Shivva-Naritrana. As they went further to try taking Golden Cilantro through Fortich City, Looriro in 1731; they were defeated twice by the Eclipean Navy in the Battle of the Cilantro Sea and the Battle of the Elumbia Sea.
In New Medina, they were bogged down in a nine month battle, which resulted in a pyrrhic victory for Altaro. Not wanting any more casualties they signed a treaty with Stormwrath on 5 May 1732. However, Empress Sable's assassination extended the war for another week, and Altaro detonated two atomic bombs: one in NCB and another in Texurica. On 19 May, Pastor-King Robert Fidelus signed a formal declaration of surrender with Emperor Victoris, ending the war.
A zone of occupation was maintained by Altaro in the Tervalian countries from 1732 to 1750 (1742 in the case of Stormwrath). Due to the constant riots of Stormwrathian citizens and the alliance between Emperor Cristofore and the White Fang, Governor-General Hara Fengtao mobilized the other Tervalian Armies to crush Stormwrath permanently. However, due to the unfamiliarity of the Palmarian Wilderness and superior guerilla tactics, Stormwrath retook Tidal City and granted full status for fauns in 1742. After five years, the 1747 Treaty of Amity was signed with Stormwrath, affirming their commitment to peace. Altaro later signed with Montalia and Shivva in 1749 and 1751 respectively.
The Altarian Century
By this time, missions were conducted to all planets within the Tamarus System, and Wardenclyffe Towers were improved and diversified. Electricity became a free resource, the internet connected the world and old prejudices began to evaporate. The Zero World Council was created by Altaro to mediate a new Era of Peace, known as the Pax Altaria.
The Pax Altaria has seen many technological innovations, mostly through the innovation of Altarians. The first research of Finite Improbability as well as quantum anomalies were finished by 1834. A year after the launching of the SXCV Caspian by Stormwrath, Altaro has created its own colony ship, the Unifier. This was the beginning of the Second Space Race.
This does not mean there were no tensions; in 1884, due to the invention of the Aegis Ultima, tensions rose between Altaro and Stormwrath temporarily. This was resolved in the Simongrad Treaty, which states that all nations should have the technology. This resulted in the addition of Rocket Angels to the ranks of the Altarian Self-Defense Forces and the Zero World Council Peacekeeping Forces.
The Early-to-mid 20th Century
The Communist Party in Stormwrath grew in strength, resulting in a civil war in which Altaro intervened in. However, seeing the point that these communists have brought up during the conflict, Parliament then became more and more socialist in their ideals. English began to become the lingua franca throughout the empire, but Ashiro remains the most widespread language. The Overnet and various hyperdrives were invented to expand Altaro's horizons. As more contact was made with other universes, the cultures of the Multiverse were made more diverse for it. The Empire followed the ideas of Liberalism and Socialism but in moderation.
In the 1930s, an alien race called the Sergals made contact with the Altarians. They were a nomadic race of aliens that searched for a new home until they found Zero. Eventually they settled down in Alsatia and Oracion and were assimilated into the anthran race.
The Dissolution of Altaro and the Contemporary Era
However, the Great Singularity of 1977 to 1988 brought about the downfall of the United Confederation of Altarian Nations. Millions of jobs were being lost to increasing automation, and technology began to advance at a rate that sapient beings can't catch up. Unemployment was widespread in Altaro, and provinces like Alsatia were rife with separatist movements. Eventually on 25 December 1986 the United Confederation of Altarian Nations was dissolved; 15 provinces joined up to create Chirutarisu. The new nation assumed Altaro's position in the Zero World Council.
Chirutarisu later intervened in the Alsatian Civil War in order to restore peace; this has brought a large burden on the Imperial Treasury of the country, and they have also failed in Alsatia being replaced with a new sergal nation, Furubor. Alsatians were forced to migrate north, and Chirutarisu granted a certain chunk of land where they were able to form the nation of Tokisakia.
Today, Chirutarisu is a product of history. It's long and arduous, and not without struggle; but it gets better from here.
The composition of race in Chirutarisu has varied from planet to planet. In Zero, 96.2% of the population identifies as anthro, while the rest are made up of humans, faunus and other races. Among the anthro population, feline anthros, which is made up of variants such as ocelots, lions and tigers, make up 33% of the population, followed by canine anthros, ursari anthros, lepus anthros, and others such as sergals. Chirutarisu has one of the most homogenous populations in Zero, shaped by its relations with other sapient races.
Elsewhere, the anthro population can range from 35% to 70% depending on the planet or space colony. Sergal populations are significantly higher on other planets due to their previous alien nature.
The Articles of Confederation guarantee the freedom of religion, and forbid the passing of laws that establish a religion over the others. However, Chirutarisu has an unusually homogenous population in religious identity. Many places of worship can be found all over the Empire, some of which are currently ZWC World Heritage Sites.
Most Altarians practice Kodai no Michi, a religion composed of nearly 92% of the population. This is followed by atheists (no religion), Christianity, and other religions such as the Grand Unity and Violetism. Altarians consider themselves to be spiritual rather than religious, and this is reflected in their daily lives. Xeno religions are mostly minority religions, as many of them have converted to Kodai no Michi through their choice.
Government and Politics
Chirutarisu is a Unitary Confederal Constitutional Monarchy, where the monarch has severely limited power. Power is held chiefly by the Prime Minister and the elected members of Parliament. The current monarch of Chirutarisu is Empress Zakura II; Shoko, Crown Prince of Chirutarisu, is the heir apparent to the Imperial throne.
The legislative organ of the government is the Federal Parliament, which is composed of two houses: the House of Commons with 150 seats, elected by popular vote for a term of six years, and the House of Representatives, with 420 seats. The National Parliament is dominated by the Liberal Democratic Party (LDP) and the Chirutarisu Conservative Party (CCP).
Executive power is normally held by the Prime Minister of Chirutarisu, who is also the head of government. The Prime Minister is personally appointed by the monarch after being designated by the National Parliament from among its members. The Prime Minister is also head of the monarch's cabinet, which is composed of the Ministers of the Empire as well as the fifteen monarchs of the provinces.
The judicial system of Chirutarisu has been historically developed independently, however since the early 16th century it began to draw influences from Elumbish and Texurican civil law. It is composed of a Supreme Court and lower courts. The Supreme Court is presided over by a Chief Dicast, and is composed of 30 dicasts who serve for life.
Chirutarisu is home to a wide variety of cultures. Contemporary culture combines influences from within Altara and from Tervalia. One may think of Altarian culture as similar to Eastern Terran culture, specifically Far Eastern culture.
Altarians are known to be highly egalitarian, collectivist, and compassionate. In fact, its egalitarianism is what influenced the rest of Zero to adopt similar policies. Chirutarisu is a post-scarcity society, with each member being equally provided with their daily needs. They prize their civil and political liberties dearly, and any attempt to take away these rights is often met with resistance.
